Scottish Water tenders £28.5m sludge transport services contract

Scottish Water has gone out to tender with a framework contract for sludge transport services worth an estimated £28.5 million.

The water company is looking to appoint suppliers to provide transport services for both its wastewater and water bioresources in the form of sludge cake from its sites across Scotland.

The framework is being tendered in four separate Lots:

Lot 1 - transport services for water sludge cake from around 42 Scottish Water sites pan-Scotland to various nominated outlets.

The water company is currently investigating the method of recycling water cake to agricultural locations; if approved this would require the supplier to provide suitable agricultural vehicles for transport to these locations from some Scottish Water sites. Where a supplier cannot provide agricultural vehicles for the transport of material to agricultural locations, Scottish Water will use a supplier who can provide the required service. This will not impact on the transport of material from sites not going to agricultural outlets.

Lot 2 - transport services for waste water sludge cake from 3 Scottish Water Services Grampian sites and one Scottish Water site. The outlet for the sludge cake is generally Nigg PFI Waste Water Treatment Works - however suppliers must be willing and able to transport to any location in Scotland.

Lot 3 - transport services for waste water sludge cake from eight Scottish Water sites in the North of Scotland. The outlet for the sludge cake is generally Lossiemouth PFI Waste Water Treatment Works. A contingency disposal outlet may be Nigg PFI Waste Water Treatment Works in Aberdeen if capacity or operational conditions allow. Land restoration in the central belt is the third option and suppliers must be willing and able to transport to any location in Scotland.

Lot 4 - transport services for waste water sludge cake from ten Scottish Water sites in the South of Scotland. The material is generally transported to land restoration sites (these are subject to change), or potentially other available sludge treatment centres as they become available. The supplier must be willing and able to transport to any location in Scotland.

Scottish Water is currently investigating the method of recycling water cake to agricultural locations; if approved this would require the supplier to provide suitable agricultural vehicles for transport to these locations from some Scottish Water sites. If the supplier cannot provide agricultural vehicles for the transport of material to agricultural locations Scottish Water will utilise a supplier who can provide the required service. The water company said will not impact on the transport of material from sites not going to agricultural outlets.

Scottish Water is currently in the process of absorbing water treatment and waste water treatment Private Finance Initiatives into Scottish Water operations. Where this happens, the utility will make use of framework suppliers to meet demand for bioresource transport services.
