United Utilities has launched the early market engagement process for an AMP8 Services Framework contract covering Commercial Assurance, Commercial Consultancy and Project & Programme Management.

The water company is looking to procure partners to provide essential audit and assurance activities and provide consultancy services including project and programme management as part of its ongoing AMP8 Procurement Programme.
The services framework will support United Utilities during the AMP8 and AMP9 programmes which will involve major capital investments in the North West region.
Services required will include :
Commercial Assurance & Resource
The appointed consultant will work with the utility’s commercial teams to provide strong project / technical knowledge, considering the different forms of actual cost reimbursement under the various contracts and then appropriately administering contractual entitlement i.e. identification of disallowed costs etc.
Commercial Consultancy
The appointed consultant will provide commercial consultancy services to support United Utilities during the AMP8 programme which will involve major capital investments in the North West region.
In addition to the AMP8 programme, the ocnsultant may also be required to provide services in respect of the close out of AMP7 and in support of AMP9 programmes. The AMP8 programme will require input from a range of third-party contractors and consultants in addition to the water company’s own resources. United Utilities may also require services to support its Water Asset Management programme and Asset Maintenance programme during AMP8.
Project & Programme Management:
This covers a Partnership developed between the existing UU Programme Management group and the appointed consultants.
The water company is planning to hold a pre-tender engagement event in March 2024 – estimated date of publication of contract notice is currently 30 April 2024.
