Southern Water has gone out to tender with an AMP8 framework contract for Household and Non-Household Water Efficiency Audits, Retrofitting Services and Customer Engagement Services with a total estimated value of c £3.29 million (inc VAT).
The water company is looking to procure a single-supplier framework agreement to deliver household and non-household water efficiency audits, including the supply and installation of water-saving devices and delivery of tailored customer engagement services.
The supplier will be expected to proactively identify efficiency opportunities and contribute to achieving Ofwat and regulatory water demand reduction targets.
The procurement will use a Competitive Flexible Procedure and will follow a two-stage process, starting with a conditions of participation stage Pre-Qualification Questionnaire (PQQ).
Following the initial procurement stage and evaluation of Pre-Qualification Questionnaires and moderation the top four highest scoring bidders will be invited to tender
Current estimated start and end contract dates 23 February 2026 to 23 February 2030 with a further possible extension option to 23 February 2032.
Southern Water says any extension will be subject to performance review and the evolving regulatory landscape (e.g., Ofwat targets or PR24/PR29 impacts) reflecting:
- The long-term behavioural change and infrastructure work required
- The need for partnership and continuity to optimise proactive outreach and device installation
- The alignment with multi-year performance commitments (e.g., AMP8/AMP9 planning cycles)
The framework will operate via a bidding template within Invitation To Tender (ITT) round which includes a pricing matrix for contract lines to be inserted into the final agreement to be utilised for invoicing purposes.
Deadline to submit enquiries about the tender is 4:00pm on 10 October 2025 and deadline to submit requests to participate is 4:00pm on 29 October 2025.
