Scotland Excel tenders major £160 million framework contract for engineering and technical consultancy services

Scotland Excel has gone out to tender with a major contract for engineering and technical consultancy services with an estimated total value of £160 million (ex VAT).

Scotland Excel is a central purchasing body and is procuring the framework on behalf of a number of contracting authorities. 

Scope of the framework covers engineering and technical consultancy services primarily related to civil engineering and other associated disciplines. The wide-ranging contract is being tendered in nine separate Lots:

  • Lot 1 Roads and Structures Engineering and Technical Related Consultancy services (£48 million)
  • Lot 2 Transportation and Traffic Engineering and Technical Related Consultancy services ( £67.2 million)
  • Lot 3Environmental Engineering and Technical Related Consultancy services ( £3.2 million)
  • Lot 4 Land Surveying Engineering and Technical Related Consultancy services (£1.6 million)
  • Lot 5 Drainage and Flooding Engineering and Technical Related Consultancy services (£9.6 million)
  • Lot 6 Geoenvironmental and Geotechnical Engineering and Technical Related Consultancy services (£4.8 million)
  • Lot 7 Coastal and Maritime Structures Engineering and Technical Related Consultancy services (£3,2 million)
  • Lot 8 Master Planning Relating to Engineering and Technical Related Consultancy services (£8 million)
  • Lot 9 Project and Commercial Management Relating to Engineering and Technical Related Consultancy services (£14.4 million)

 

Scotland Excel is looking to appoint up to 35 suppliers to the framework agreement, which will run for four years..

Time limit for receipt of tenders or requests to participate is 12:00pm on 10 December 2025

Scotland Excel is using PCS-Tender to carry out the procurement process - this is a separate website and suppliers who are not already registered on the system will be required to do so.
