Portsmouth Water has gone out to tender with an AMP8 Strategic IT Services Framework contract with an estimated total value of £48 million including VAT.
The procurement of IT consultancy and delivery services is aligned to Portsmouth Water's IT Transformation programme which spans multiple strategic domains, including ERP, cloud, data, cyber security, GIS, and infrastructure renewal.
The framework is being tendered in the following Lots:
Lot 1: Transformation Services - Lot 1A: Strategic Transformation Advisory and Delivery Services - £9.6 million inc VAT
Scope as follows:
To provide advisory service to the transformation programme to support the production of a strategic roadmap for core IT services, capabilities and end state roadmap. Provide delivery capabilities to lead or augment existing transformation delivery teams.

- Enterprise / Solution / Data Architecture (output and plan)
- Governance, Risk, Compliance & Assurance (incl. regulatory/audit support)
- Provide Cyber advisory and assurance services for IT
To provide specialist cyber security and operational resilience delivery capability focusing on:
- Security Architecture & Design
- Security Operations (monitoring, vulnerability management, SIEM support)
- Incident Response & Recovery
- Assurance, Testing & Compliance (pen testing, audits, control improvement)
- Identity & Access Management
- Security Awareness & Training (security awareness programme design and delivery, role-based training, policy/standard rollout communications, and support for building a security culture)
Lot 2: Technical Services - Lot 2B: Data, Analytics, Automation and AI Advisory and Delivery Services - £12 million inc VAT

- Delivery of the IT infrastructure strategy & roadmap
- Cloud migration
- Network & Connectivity
- Systems Integration, API Development
- Platform Engineering & DevOps
Lot 2: Technical Services - Lot 2D: IT Operational Solutions - £4.8 million inc VAT
To provide strategic support services for:
- IT Managed Service(s) / ITO / BPO
- “One Stop Shop” IT solution which could include multiple IT commodities (e.g. software, hardware and professional services)
Deadline for submission of enquiries is 12:00am on 17 July 2026 and deadline for requests to participate is 6:00pm on 4 August 2026. Estimated contract award decision date is 25 August 2026.
The tender process will consist of:
- Selection Questionnaire (SQ): evaluate the market to provide a shortlist to be taken through to ITT
- Invitation To Tender (ITT): identify Preferred Bidders and award 1-2 contracts per Sub-Lot
Current estimated start and end contract dates are 12 February 2027 to 11 February 2033 with a further possible extension option up to 11 February 2035.
