Scottish Water has gone out to tender with a contract for legal services with an estimated total value of £15.2 million excluding VAT.

The water company is seeking to establish a Framework Agreement for the provision of a comprehensive range of legal services to support its statutory, operational, regulatory and commercial functions.
The Framework will provide access to specialist legal expertise across four service lots and will support Scottish Water in delivering major capital investment programmes, operational activities, regulatory obligations, governance responsibilities and strategic corporate objectives.
The appointed framework suppliers will be required to provide high-quality legal advice, transactional support, dispute resolution services and representation where required, within a complex and highly regulated public sector environment operating substantially under Scots Law.
The Framework is being tendered in the following Lots:
- Lot 1 – Land and Property Legal Services
- Lot 2 – Commercial Legal Services
- Lot 3 – Litigation and Employment Legal Services
- Lot 4 – Governance, Corporate and Regulatory Legal Services
Initial term of the Framework Agreement is four years with further potential options of up to four years.
Scottish Water is looking to put the framework agreement in place with several suppliers.
Time limit for receipt of tenders or requests to participate is 12:00pm on 11 August 2026. Estimated date of dispatch of invitations to tender or to participate to selected candidates is 9 September 2026.
