Ofwat has launched a new consultation setting out its proposed approach for additional scrutiny for large schemes during 2025-30 within a water company’s self-delivered investment programme where the requested value is greater than £100 million or where there are significant concerns around scope, cost, deliverability, complexity, or if schemes involve novel elements or complex technologies.

The regulator’s PR24 final determination set out two approaches for additional scrutiny for large schemes - enhanced engagement and the large schemes gated process.

Th consultation document sets out a number of changes relating to the large schemes approach from what was detailed in the final determination and follows a workshop held with water companies in April 2025 to discuss the approach to large schemes.

The regulator said it has taken into account the workshop feedback in developing its proposals and the further guidance outlined in the document.

The approach also includes an emphasis on engagement with other regulators – evidence of appropriate engagement with the Environment Agency and Drinking Water Directorate (DWI) is required in all reviews.

Ofwat is proposing that the Environment Agency and DWI will have a standing invite to attend quarterly reviews and gated submission meetings with companies.
