Regulation and Legislation

Ofwat's director of policy and communication Marian Spain has said that opening the water sector up to competition for business customers would result in “a lot less need for regulation on price” and that if water companies can help businesses better “it will help all of us.”

The publication today by UK water industry regulator Ofwat of its Future price limits – statement of principles paper has flagged up the potential for far-reaching changes with significant implications for the way the UK water companies do business in future.

Water industry regulator Ofwat says the water and sewerage sectors need to make a step change in innovation if they are to meet the challenges of ever rising customer expectations, population growth and climate change.

Water industry regulator Ofwat has published a new paper on the provision of retail services to non-household customers by water retailers in England and Wales which highlights the Scottish water market as the most useful comparison.

Water industry regulator Ofwat has published a new report outlining measures the UK water companies will need to put in place for resilience planning. The report suggests that resilience planning is key to climate change adaptation by the sector.

The Department of Food and Rural Affairs has published further details of the draft Water Bill to reform the water industry in England and Wales announced in the Queen’s Speech today.

The Government has published new data on £70 billion of potential future contracts over the next five years, across 13 different sectors including construction, property, medical and police equipment, as part of reforming the way the public sector does business.

Ofwat has published further guidance on how the water companies will have to consult their customers on their business plan proposals for 2015-20 – however, the water industry regulator says that “some issues will only become clear as the price-setting process progresses.”

South West Water has been left red-faced for the second time in as many days as it was prosecuted yesterday (17 April) for polluting a stream near one of Cornwall's most popular surfing and bathing beaches.

In a business customer forum chaired by Ofwat, concerns were expressed about the way the market reforms proposed by the Water White Paper will be implemented.

The Government has published a draft Statutory Order that would class major sewer schemes as Nationally Significant Infrastructure Projects (NSIPs).

The outcome of the Competition Commission’s current investigation due later this month on the merger between South Staffordshire Water and Cambridge Water could raise questions about the prospects for future mergers and how regulator Ofwat sets future price limits.
