A cut-away of Landias externally-mounted GasMix digester mixing systemThe Ofwat Technical Working Group (TWG) is continuing with its discussions on the detailed and complex issues surrounding the design and implementation of the sludge market mechanism to facilitate the opening of a competitive bioresources market.

The latest meeting of Ofwat’s sludge working group has raised a number of complex issues about opening up the market to competition, including concerns expressed by the Environment Agency about the potential for a “race to the cheapest cost option” by companies to the detriment of the environment.

Ofwat is proposing changes to the regulatory accounting guidelines (RAGs) for the water companies which will see an increased focus on water resources and bioresources.

The Working Group set up by Ofwat to examine the main design features of the market mechanism is making further progress on developing the building blocks for the upcoming sludge market -  the bioresources market could be worth up to £780 million, according to the regulator.

Ofwat has published a paper setting out the terms of reference for the sludge Technical Working Group (TWG) established to discuss detailed aspects of the main design features of the sludge market mechanism - the bioresources market could be worth up to £780 million, according to the regulator.

Ofwat has published far-reaching proposals which include opening up the market for sludge – flagging up forecasts which suggest the bioresources market could produce benefits of up to £780 million.

Sludge could be one answer to the UK’s energy crisis according to the UK’s leading resource management company, Veolia.

Ofwat has today launched a major consultation setting out its preferred options for the future framework to regulate the role of markets in the water sector and the role regulation will play – and is calling for change in the industry.
