A new website is up and running for landlords to provide voluntarily basic contact information about their tenants so water companies can register them for billing and tackle this major source of water debt.
The Landlord and Tenant Address Portal is an easy to use website that allows landlords and Managing Agents of properties in England & Wales, to provide water companies with details of those responsible for the payment of water and/or sewerage charges for their tenanted properties.
Landlord TAP Ltd is a company established by Water UK, the body which represents all the UK water companies at national and EU level, in order to develop a single national website to make it easy for landlords and managing agents to provide the information.
Once registered with the portal, after providing the required information this is then passed to the relevant water company automatically.
The web site allows landlords and agents to:
- Add new properties to their portfolio;
- Provide information about changes to tenant details, including changes of tenancy;
- Provide notification when a property becomes empty; and
- Information when landlords either sell or stop managing the property.
Unlike other sectors, water companies have no contracts with their consumers because they supply water on a statutory basis and consumers are not obliged to inform their water company when they move in or out of a property. Customer debt currently adds £15 on to everyone's water bill - by far the biggest source of bad debt comes from tenants of rented properties who leave before settling their water bill.
Water UK said that to make a real difference to the cost of bad debt, water companies need information on all their customers, not just some of them. In their view it is essential that the provision of information by landlords is mandatory and covers all rented properties, whether in the private or social sector or for smaller or larger enterprises.
