The Association of North East Councils has gone out to tender with a contract for water and sewerage services worth an estimated £300 million.
The Association, which trades as as the North East Procurement Organisation (NEPO), is looking to set up a water retail services framework agreement. Scope of the framework agreement will also include is the provision of automatic meter reading and associated services and systems, together with assistance with the reduction of consumption and supporting users efficiency schemes.
The central purchasing body intends to make the agreement available for use by all NEPO Members.
The agreement will also be made available to all current and future NEPO Associate Members. Associate membership is free of charge to all qualifying organisations. NEPO intends to make it available for use by all contracting authorities throughout the UK including:
- government departments and their agencies
- non-departmental public bodies
- central government
- NHS bodies
- local authorities
- emergency services
- coastguard emergency services
- educational establishments
- registered social landlords
- registered charities
NEPO are using a 2-stage procedure for this framework agreement - the first is a selection questionnaire which will be used to shortlist organisations. One of the mandatory requirements at selection questionnaire stage is for organisations to hold relevant water supply and sewerage licences issued by Ofwat with the appropriate retail authorisation.
Shortlisted organisations will then be invited to tender in January 2020.
Initial framework contract period will be two years commencing on 1st July 2020, with a further two year extension option.
