Defra Group Fleet Services is inviting interested suppliers to register for a supplier engagement event at 2pm 16 July 2024 ahead of tendering a new £95 million National Plant Hire Framework in September.

The DEFRA Group is a collection of government agencies and departments, including the Environment Agency, Animal Plant and Health Agency, Rural Payments Agency, Natural England and Marine Management Organisation.
Defra Group Fleet Services (DGFS) are responsible for ensuring that the Defra Group operate the safest, greenest, most cost-effective assets and for procuring all fleet assets, ensuring they meet Defra safety and environmental criteria. The DGFS fleet consists of a range of commercial vehicles and plant. DGFS also hires commercial vehicles and plant.
DGFShas issueda Prior Information Notice to notify and engage the market to understand both supplier capability and the level of interest in the opportunity. The supplier engagement event on 16 July will be a short presentation detailing the opportunity and information on the key areas for consideration under the new framework agreement.
DGFS expects that the framework will be divided into 6 Lots, with suppliers able to bid for one, some, or all lots. This approach may change depending on the outcome of engagement.
The intention is to award Lot 1 to a single managing agent supplier. Lot 2,3,5 & 6 may be awarded to a single supplier and Lot 4 (pumps) will be awarded to two suppliers: Electrical and Diesel pump suppliers. Other asset types may also be required throughout the lifetime of the framework.

Lot 1: Managing Agent
Lot 2 : Small Plant & Site Provision
Plant equipment, including following asset groups:
- Excavators up to 8t
- Telehandlers
- Rollers
- Excavator Attachments
- Dumpers
- Tracked Dumpers up to 3t
- Forklifts
- Site provision and security equipment
Lot 3: Accommodation
Accommodation and welfare equipment including:
- Toilets
- Welfare Units – Static, Towable and Mobile
- Storage Units
- Welfare Units – Static
Lot 4:Pumps (a) and (b)
Pumping equipment and supplies including:
- Petrol/Electric pumps up to 3”
- Diesel driven pumps up to 12” – skid mounted and towed
- Electric Submersible up to 24” (must deliver 1 cumec minimum)
- Hydraulic Pumps up to 12”
Lot 5: Operated & Heavy plant
Operated including:
- Long Reach Excavators
- Dumpers
- Dump Trucks
- Dozers
- Heavy plant including:
- Long Reach Excavators
- Excavator Attachments
- Excavators over 8t
- Dump Trucks
- Tracked Dumpers 3t and over
- Dozers
- Backhoe Loader 8t and over
- Loading Shovels
Lot 6: Agricultural plant and equipment including:
- Tractors
- Bank Mowers
- Remote Control Mowers
- Agricultural Dump & Plant Trailers
- Woodchippers
Estimated total value of the framework is currently put at £95 million.
