Cheshire East Council tenders c £4m framework contract for construction related professional consultancy services

Cheshire East Borough Council has gone out to tender with a framework contract for construction related professional consultancy services worth an estimated value of £3.924 million (inc VAT).

The Council is looking to put a framework in place to deliver construction related professional services to all internal departments and any organisation that Cheshire East Borough Council is associated with, including its wholly owned companies, schools, academies, parish/town councils.

Sope of the framework for professional expertise on construction related projects includes:

Providing capacity and skills that allows flexibility where necessary to support existing Council services

Providing cost certainty

Standardise and streamline processes with continuous feedback and performance improvements with regards to external resource

Realise efficiencies through knowledge sharing and monitoring & management of performance in terms of cost and quality

Other potential beneficiaries of the framework are:

Warrington Borough Council

Cheshire West and Chester Borough Council

Cheshire and Warrington Mayoral Combined Authority.

Anticipated maximum spend £3.27 million.

Current estimated start and end contract dates are 30 November 2026 to 29 November 2029 with a further possible extension to 29 November 2030.

The contract is being tendered in the following Lots:

  • Lot 1. Architectural Services £576,000 (inc VAT)
  • Lot 2. Building Services Engineering £432,000 (inc VAT)
  • Lot 3. Quantity Surveying Services £600,000 (inc VAT)
  • Lot 4. Structural Engineering Services £192,000 (inc VAT)
  • Lot 5. Building Surveying Services (inc. Site Inspection Services) £660,000 (inc VAT)
  • Lot 6. Heritage Architectural Services £636,000 (inc VAT)
  • Lot 7. CDM Client Advisor Services £156,000 (inc VAT)
  • Lot 8. Environmental and Engineering £672,000 (inc VAT)

The Council is looking to appoint up to 24 suppliers to the framework.

Enquiry Deadline for submission of enquiries about the tender is 11:59pm on 16 February 2026 and deadline to submit requests to participate is 12:00pm on 24 February 2026.
