Costain has been appointed on to Pagabo’s Civil Engineering and Infrastructure Framework as a Lot 1 Collaborative Partner – the new, long-term relationship will see the UK infrastructure specialist deliver end-to-end civil engineering and infrastructure services for projects across England and Wales.

The framework is part of Pagabo’s largest infrastructure procurement offering to date, the National Framework for Civil Engineering, Infrastructure and Enabling Works 2026, which carries an estimated total value of £4.29 billion and will run for a term of four years to 2030.
The framework has been created to connect public sector bodies and private organisations with appointed contractors that will collaboratively deliver quality service and value for money outcomes.
Costain is one of three suppliers selected for Lot 1 – Collaborative Partners for England and Wales. In this role, Costain will provide comprehensive end-to-end engineering and infrastructure services, supporting customers from the earliest stages of project development through to successful delivery.
The appointment provides public and private sector organisations with access to Costain’s strategic consultancy, engineering excellence and delivery expertise across all sectors covered by the framework, including rail, road, aviation, water, energy, defence and civil nuclear.
Drawing on its 161-year heritage and extensive cross-sector expertise, Costain will work collaboratively with customers to deliver project outcomes predictably and efficiently, improving constructability and managing risk throughout the lifecycle.
By bringing together advisory, engineering and delivery capabilities from the earliest stage of a project, Costain will help accelerate project development and maximise long-term value for communities.

Pagabo’s largest infrastructure procurement offering to date sees 111 suppliers appointed to the new framework across 13 Lots - industry-leading names include Costain, Balfour Beatty, Costain, GRAHAM, Kier, M Group, Rhodar and VolkerFitzpatrick.
