Scottish Water has awarded a contract for the supply of Drinking Water Quality Regulator (DWQR) / Drinking Water Inspectorate (DWI) approved membranes and ancillary equipment including installation and maintenance without going out to tender.

The water company first went out to tender in October 2024 with a major £800 million contract – the water company is looking to appoint a strategic partner(s) to deliver Ceramic Membrane plants as part of its Ceramic Membrane Capital Investment Programme.
The framework(s) will be awarded for 2025 until March 2033, with further extension options up to March 2039. Estimated programme value is put at between £500 million to £800 million.
Scottish Water requires a range of supplier capabilities in order to deliver the programme, including MEICA, civil construction and ceramic membrane product suppliers.
Scottish Water intends to purchase the membranes from USA-headquartered Dupont de Nemours Inc, the manufacturer of the membranes. The water company will purchase the membranes and services via the manufacturer's nominated distribution route for the products and services. - currently the manufacturer's sole UK distributor is FilmTec Water UK Ltd (previously Specialty Electronic Materials Ltd).
The water company states:
“The purchase of these membranes and ancillary services will enable Scottish Water to continue to meet its regulatory requirements to provide safe drinking water which complies with DWQR regulations by utilising DWI compliant membranes in its water treatment works. The products can only be provided by the stated supplier due to the exclusive rights of supply that is held by them and the requirement for DWQR/DWI compliance.”
