Blaenau Gwent County Borough Council tenders £36 million contract for coal spoil tips maintenance services

Blaenau Gwent County Borough Council has gone out to tender on behalf of itself and Torfaen County Borough Council with a contract for coal spoil tips maintenance services with an estimated value of £36 million including VAT.

The Council is looking to appoint a contractor to enter into a three year contract for the provision of coal spoil tips maintenance services at various sites within the boundaries of Blaenau Gwent and Torfaen.

The works consist of earthworks, drainage and other ancillary works as remedial measures e.g. works involving cleansing of existing watercourses and re-lining or the construction of new.

The appointed contractor will be required to assist Blaenau Gwent and Torfaen Councils in the planning stages (co-ordination and programming) as well as offering expertise in respect of buildability and preferred treatments.

The Council is proposing to carry out a prescribed programme of maintenance work throughout the year, where weather conditions allow and to also undertake ad-hoc remedial measures following periods of severe adverse weather where immediate remedial measures are required.

Current estimated start and end contract dates are 2 November 2026 to 5 November 2029, with a further possible extension to 3 November 2031 – the 2 year extension option will be reviewed annually dependent upon Welsh Government funding.

Deadline for submission of enquiries about the tender is 5:00pm on 23 September 2026 and tender submission deadline is 12:00pm on 28 September 2026. Estimated contract award decision date is 26 October 2026.
