United Utilities has awarded an AMP6 engineering-design services framework contract for industrial process and production worth up to £50 million.
The scope of the contract, known as the Operational Technology (OT) Design and Build Framework, runs into AMP6 and covers a range of services, including:
- provision of specialist OT front end design services for projects, as required between project approval stages 1 to 3, to meet the various business requirements for end to end operational data,
- investigate suitable technology, develop solution feasibility studies,
- define solution(s) with user requirements, construction scope, interfaces, constraints estimates and project management services
The successful contractors will also undertake turnkey delivery of implementation phase, including detailed solution design, functional design specification, ICA panels, PLC's scada equipment and communications networks field instruments.
In addition, the work will involve the procurement of software licences and systems integration delivery,construction management including principal contractor role and installation work for retrofitting at existing works.
Suppliers will also be required to carry out factory and site testing, commissioning and hand over training, together with optionally carrying out testing, repair and planned preventive maintenance on ICA equipment and networking components.
The Operational Technology (OT) Design and Build Framework has replaced the former MCA Design and Build Framework created In 2012 to focus the business in Measurement Control And Automation (MCA) capability and to deliver uniform strategic solutions throughout the company.
The portfolio of projects being delivered under the framework will provide key enabling technology to meet the Future Concept of Operation (FCO). Projects under the existing Programme range from business critical major projects (STS Programme £37m) to telemetry modifications for asset performance or United Utilities’ Capital Programme.
A core skill required from the D&B supplier(s) is to have systems integration capability to either deliver systems integration or manage Unitied Utilities’ own SI framework suppliers.
A maximum of three companies have been appointed to the framework, which runs for a period of three years with a possible two year extension option. No information has been made available about the companies who have succeeded in winning a place on the framework.
