Water sector regulator Ofwat has announced a number of changes to the senior management team ahead of the upcoming Price Review in 2024.

John Russell, Senior Director of Strategy, Finance, and Infrastructure will be leaving Ofwat in the summer to take up a new role as a Chief Executive outside the water sector.
Aileen Armstrong, Senior Director, Company Performance and Price Reviews will also be stepping down to take up a new post in mid-June as Executive Director Strategy and Innovation at the Solicitors Regulation Authority.
At the same time, Emma Kelso (senior director for markets, enforcement and customer policy) will be stepping back as Senior Director, but remaining in Ofwat, so she can study for a doctorate. Both roles will be recruited via open competition and advertisements will be going live shortly.
Paul Hickey, Managing Director of the Regulators’ Alliance for Progressing Infrastructure Development (RAPID) will join Ofwat and the Senior Leadership Team on a permanent basis, after previously being on secondment from the Environment Agency. Prior to joining RAPID, he was Deputy Director at the Environment Agency with oversight of Water Resources for England.
