Weak Case For Efficiency

In their response to a major research report published on Monday by the Institute for Public Policy Research, Water UK says that the proposals are "at best half right".  Meanwhile, the IPPR is advocating the introduction of a statutory Water Efficiency Commitment following a period of voluntary adoption by the industry.
