Welsh Water has issued an updated tender extending the number of operators it is looking to appoint to an AMP6 framework contract and increased the potential contract value from £329 million to £485 million.
Welsh Water originally tendered the massive AMP6 framework contract in April this year.
The water company had orginally planned to appoint a maximum of 27 contractors but this figure has now been increased to 36.
Original estimated total value was £329 million – this has now also been significantly revised upwards to £434 million.
The framework consists of 3 lots with three regional sub lots;
Lot 1: High Complexity and Emergency Response Works
Lot 2: Medium Complexity Works
Lot 3: Low Complexity Works
The regional sub lots will be North Wales, South East Wales and South West Wales.
The framework will require contractors to deliver pressurised pipe schemes and associated works on DCC water and waste water assets, across the DCC business operating area. Work may be undertaken on behalf of various teams within DCC including Water Operations, Waste Operations, Developer Services, DCC's in house engineering team and DCC Capital Alliance partners who may also utilise the framework.
Where necessary, successful contractors will also be required to undertake the Principal Contractors role and also manage specialist sub-contractors.
The water company is seeking to establish frameworks across the 3 Lots each with 3 regional sub-lots (South East Wales, South West Wales and North Wales). It is envisaged that 4 contractors will be appointed to each of the regional sub-lots - between 4 and 36 contractors could therefore be appointed across the 3 lots and 3 regional sub lots. Interested organisations may express an interest in any one or more of the regional sub-lots within Lot 1, Lot 2 and/or Lot 3.
Allocation of work packages under the framework agreement will include both direct allocation and mini competitions.
The initial four year term is estimated to be worth somewhere in the region of £248 million. If the three year options to extend is taken the overall value is anticipated to be in the region of £434 million.
