Genesis Housing Association Ltd has gone out to tender with a dynamic purchasing system (DPS) contract for the supply of water, gas and electricity which could potentially be worth up to £1.2 billion.
Genesis is establishing a DPS for use by the G15 group of housing providers and any other UK Contracting Authority, subject to an access agreement between GHA and the Contracting Authority.
GHA will use the DPS to tender for water, electricity and gas supply contracts for its own sites. There is no guarantee of any contracts being awarded from the DPS - the award criteria for Call-Off invitations to tender will based on price and quality/methodology.
The DPS will be open for 8 years from 19th April 2017 with the possibility of extension to 10 years.
Lot 1 Non Half Hourly Electricity and Lot 2 Half Hourly Electricity - The potential value of Lots 1& 2 combined is put at between £3 million to £90 million per year, with an overall potential value of £720 million over 8 years
Lot 3 Natural mains gas - Estimated annual value is put at between £1 million to £30 million per year.with an overall potential value of £240 million over 8 years
Lot 4 Water - Estimated annual value is put at between £1 million to £30 million per year.with an overall potential value of £240 million over 8 years
Genesis said the estimated total value of the DSP over 8 years is between £40 million and £1.2 billion is based on its evaluation of the market – although the value of participation by the wider public and non-profit making sectors could not be calculated accurately or guaranteed.
The DPS will be available for use by the G15 group of Housing Associations and a number of other Contracting Authorities, including:
- Registered Social Housing Providers
- NHS Authorities and Trusts
- Educational organisations:
- Local Authorities
- UK Schools and Academies
- English Higher Education
- Crown Prosecution Service
- UK Police Forces
- Government & Devolved Administrations
- General Practitioners
- UK Fire & Rescue Services
Suppliers must be suitably licensed - or have a realistic expectation that they shall be - in order to be admitted to the DPS.
Suppliers of water must hold water supply and/or sewerage licences (WSSL). Applicants who reasonably expect that they will hold a WSSL licence within two months of their application will be treated as if they had such a licence. However, they will not be able to bid in any Call-Off unless they have the necessary licence.
Suppliers of electricity and/or gas must have a full supply licence obtained through the Office of Gas and Electricity Markets (OFGEM). Deadline for receipt of tenders or requests to participate is 18th April 2017 – click here to access the tender documentation.
