Crown Commercial Service tenders £2 billion water and sewerage services contract for UK public sector

The Crown Commercial Service has gone out to tender with a framework agreement contract for the supply of water and sewerage services to UK public sector organisations with a potential value of up to £2 billion.Crown Commercial Service

The CCS is looking to put a four year framework agreement in place to for the delivery of water, wastewater and ancillary services which will be available for use by a wide range of UK public sector bodies, including the police and emergency services, , hospitals, schools, colleges and universities, local authorities and Government departments.

The framework is being tendered in three separate Lots:

Lot 1: Water and Waste Water Services

  • Account management including customer service;
  • Billing;
  • Metering including, meter Reading (Including acceptance of AMR reads);
  • Management of sites and meters (including new connections and switching);
  • Meter installation/removal/resizing/accuracy tests;
  • Data management;
  • Roads and property drainage;
  • Sewerage services including trade effluent;
  • Emergency contingency planning;
  • 24/7 Emergency support; and
  • Guaranteed standards of service.

 

Lot 2: Ancillary Services

The framework agreement will initially consist of the following nine water ancillary services, with the intention of expanding the range to meet the buyers business needs as they develop their strategies.

  • water footprint assessment;
  • tariff optimisation and benchmarking;
  • water audit site surveys;
  • leak detection and repair;
  • contingency planning;
  • legionella risk assessments;
  • automated meter reading;
  • bill validation; and
  • cost recovery.

Additional services may be required under Lot 2 to improve the environmental conditions at buyers sites. The scope also includes provision for the supplier to offer its own or third party financing option on request by the buyers.  

Lot 3 - One Stop Shop (Combined Lot 1 and Lot 2)

To be formed upon the award of contracts under Lots 1 and 2. Suppliers for Lot 3 will be required to provide a combination of the services outlined in both lot 1 and lot 2 as required by the buyers. Any bidder successfully awarded both lot 1 and lot 2 will be awarded a place on the Lot 3 One Stop Shop framework.

The CCS is looking to appoint up to 20 suppliers to the framework agreement.

Successful suppliers will be required to hold and maintain throughout the framework agreement and any call off contracts, a valid water supply and sewerage licence granted by Ofwat, the regulator of the water sector in England and Wales
