Southern Water gets ready to tender £500m AMP 8 framework contract for capital infrastructure

Southern Water is getting ready to tender an AMP 8 framework contract for capital infrastructure worth an estimated £500 million – the water company has issued a Periodic Indicative Notice inviting suppliers to register their interest.

Southern Water said it is anticipating that AMP8 will be the largest investment programme it has ever undertaken, given its plans for the Water Industry National Environment Management Programme (WINEP) and its own Water Resources Management Plan (WRMP).

The water company is now looking to secure a range of supply chain partners for the delivery of its AMP8 capital programme 2025-2030. The new arrangements will also offer the option of running for the AMP9 2030-2035 investment programme.

Southern Water’s existing frameworks used for engineering, design and construction services have been in place for almost 10 years and expire on 31st March 2025.

The utility is working up its plans for PR24 in parallel to its procurement process – including working with its regulators and stakeholders to confirm the investment that will be available, and the capital delivery projects that will need to be undertaken.

According to Southern Water the PR24 process will benefit from having the AMP8 supply chain in place to assist with ongoing planning and transition to AMP8.

The water company is looking to establish a collaborative framework to deliver low complexity infrastructure design and build schemes which is intended to be used for routine asset replacement works which require limited design and can be readily packaged and allocated by Southern Water.

It is retaining the concept of the Low Complexity Delivery Route (LCDR) from AMP7 and procuring a new Infrastructure Framework to replace the Infrastructure LCDR.

The PIN notice covers the provision of infrastructure (below ground) works for both water and wastewater infrastructure related activities including;

  • pre-construction survey and investigation
  • outline and detailed design
  • civils, mechanical, electrical, controls and instrumentation
  • commissioning works and services.
  • services to be provided in respect to works relating to Southern Water's water and wastewater pipeline and pumping station installations including replacement, renovation and rehabilitation

 

The company is inviting interested suppliers to register their interest ahead of publishing a formal contract notice next month.
