Southern Water gets ready to tender £250 million AMP8 framework contract for professional services

Southern Water is seeking expression of interest from suppliers in its upcoming tender for an AMP8 framework contract for Professional Services worth an estimated £250 million.

The water company is now looking to secure a range of supply chain partners for the delivery of its AMP8 capital programme 2025-2030. The new arrangements will also offer the option of running for the AMP9 2030-2035 investment programme.

Southern Water’s existing frameworks used for engineering, design and construction services have been in place for almost 10 years and expire on 31st March 2025.

The utility is working up its plans for PR24 in parallel to its procurement process – including working with its regulators and stakeholders to confirm the investment that will be available, and the capital delivery projects that will need to be undertaken.

According to Southern Water the PR24 process will benefit from having the AMP8 supply chain in place to assist with ongoing planning and transition to AMP8.

The water company is looking to appoint a number of professional services providers to a collaborative framework to assist in developing its strategies and plans, but also to accelerate the development of the company’s internal capability in the areas of Asset Management, Technical Engineering and Programme Management in particular.

The  contract is divided into the following Lots:

Lot 1 - Professional services - Asset Management

Scope of services covered will include:

Asset Management support services:

(a) Asset Management Strategy and Planning

(b) Asset Information Management

(c) Asset Intelligence

(d) Asset Management System Monitoring

A collaborative framework will be established with up to 3 professional services providers providing support in the areas outlined above.

Lot 2 - Professional Services - Project and Programme Management

Project and Programme Management support services will include:

• PMO/Programme & Project Management Capability Development, Enhancement & Change Embedment

• Delivery Portfolio Planning, Programming and Baselining – Including Work Allocation and delivery tranche formation

• Portfolio Strategic Insight to Project Reporting development and enhancement

• Maturity Assessment and associated management of change across Cost, Schedule, Risk, Benefits, Dependency and Resource Management as driven by business priorities and appetite

• Supporting Technology Insight and Enhancements to drive capability and efficiency (e.g. Cost Management System, Scheduling System)

Lot 3 Professional Services - Technical / Engineering & Design

Scope of services will include:

• Investment optimisation

• Engineering / Technical & Design

• Nature based solution capability

• Network modelling

Initial contract terms will be 5 years with extension options up to a further 3 years.
