NI Water has gone out to tender with a contract for provision of reporter services to the Utility Regulator worth an estimated £2.4 million.

The water company is currently midway through its fourth regulated price control period (PC21) and preparation for the next price control period (PC27) is about to commence.
Services to be provided under the contract include the review/audit and reporting on the following key regulatory submissions:
- Annual Information Returns (AIR) which will be submitted annually in July;
- PC27 business plan (which may include special factors, capital maintenance economic return, capital maintenance plan and capital business cases) in 2025/26;
- Sustainable economic level of leakage;
- Principal Statements annually in January;
- Procurement Plan in July 2024 and (subject to contract extension) 2027;
- Ad hoc reviews as directed by the Utility Regulator – including technical assessments to support the Utility Regulator on work on appeals and determinations.
It is anticipated that the PC27 submission will cover the six year period 2027/28 to 2032/33 - the Utility Regulator has not yet published details of its PC27 reporting requirements.
Initial contract term runs from 1 April 2024 to 31 March 2026, with potential extension options of up to four additional years.
NI Water supplies drinking water and sewage services services to a population of 1.7 million.
- Assets managed include approximately:
- Approx. 27,000km of water mains
- More than 20 major water treatment works
- Approx. 15,000km of sewers
- More than 1,000 wastewater treatment works
- Approx. 1,400 wastewater pumping stations
NI Water is looking for suppliers who have provided similar Reporter or Independent Technical Assurance Provider/Partner services to at least two water and sewerage utilities in the UK which are directly subject to economic regulation by an economic regulator within the last 5 years.
