Thames Water in pre-market engagement to consider replacement options for existing laboratory facility in AMP8

Thames Water is currently considering a number of options for replacing its existing laboratory facility, ranging from full ownership and operational responsibilities, to leasing and operating a facility.

The water company has now launched a Market Engagement exercise to help inform its options for supply chain delivery of services to deliver a new laboratory capability.

The laboratory analyses over half a million samples and generates almost three million results per annum. Thames Water views the laboratory as critical for meeting its regulatory and operational requirements – it encompasses a wide range of activities, including the provision of assurance for the services we deliver to customers, the community and the environment, all while maintaining UKAS accreditation.

The current laboratory facility is approaching the end of its service life and Thames Water is considering a replacement at some point within the AMP8 2025-2030 investment period.

Thames Water said that combined with a growing demand for laboratory services, operational insights and regulatory requirements, there is a “generational opportunity” to establish a centre of excellence for a future laboratory capability, integrating cutting-edge systems, skilled personnel, and streamlined processes.

While at the moment the utility does not envisage a fully outsourced model, Thames Water said it is open to understanding what opportunities exist across the spectrum of potential delivery models.

The water company is now inviting interested suppliers to participate in the market engagement exercise by completing a survey as part of a standalone exercise intended to gather information.

Thames Water said it may use any responses to the survey to inform any potential future laboratory procurement – however, at the same time, it is also reserving the right not to conduct any laboratory procurement process.
