Scottish Water is seeking early supply chain interest in two major upcoming tenders with a combined value of up to £7.17 billion for the delivery of civil infrastructure and MEICA projects under the Enterprise model for its regulation periods SR27 and SR33 programme of capital and operational work.

The water company has issued two separate Periodic Indicative Notices inviting suppliers to express their interest in taking part in informal discussions during August and September and to register their interest in attending a market day event in Glasgow on 24 October 2024, ahead of going out to tender with a formal contract notice in November.
Delivery Vehicle 4 Asset Delivery Partners (estimated value up to £6.3 billion)
Scottish Water is seeking to appoint suitably experienced civils infrastructure and MEICA Asset Delivery Partners to carry out Design and Build activities as part of an Enterprise model to deliver its SR27 and SR33 programme of capital and operational works.
The contract will be for a 13 year period commencing in April 2026. The estimated net value range of this procurement is £3.7 billion - £6.3 billion - successful partners will get an allocated share of this work. Scottish Water's preference is for organisations interested in this to bid as single entities as opposed to consortiums or joint ventures.
Works may include new assets, renewals, modifications, maintenance, refurbishments, extensions and enhancements to existing assets. Successful bidders must be able to carry out Principal Contractor responsibilities and will be required to evidence their experience and capabilities in design and build activities for large and complex projects.
Delivery Vehicle 4 Primary Designer (estimated value up to £870 million)
Scottish Water is looking to appoint a suitably experienced Primary Designer as part of an Enterprise model to support the capital and operational programmes for the SR27 and SR33 regulation periods. The Primary Designer will provide full design oversight for the water company’s investment programme, working with key teams in Scottish Water and its design and build Asset Delivery Partners to deliver outcome focussed solutions and drive standardisation and innovation. The contract will be for a 13 year period, expected to commence September 2025. The estimated net value range of this procurement is £500 million to £870 million.
Scottish Water's preference is for organisations interested in this to bid as single entities as opposed to consortiums or joint ventures.
The successful bidders will deliver the programme of works under an Enterprise model of delivery which will require partners to jointly develop outcomes and deliver as integrated teams via a bespoke contract based on the NEC4 Alliance model.
