Severn Trent Water and Hafren Dyfrdwy are looking to appoint a framework contract to a partner(s) for the provision of its AMP8 Smart Metering solution - the AMP8 programme will assist the companies in achieving strategic goals in terms of reducing Per Capita Consumption and Supply Side Leakage for both household and non household customers.
The service requirements in scope are:
- Meter Hardware and network connectivity services.
- Installation, exchange and maintenance works.
- Data architecture if required to link to the MDMS.
Between them the utilities are looking to deliver an AMP8 programme of 780,000 meters between May 2025 and April 2030.
The selected supplier(s) will provide:

- Responsibility of the IoT network and corresponding data to be delivered to the utilities servers on a daily basis.
- The two requirements will be contracted as one contract on a lead bidder basis.
Under a separate contract, installation, exchange and maintenance services are required for new and existing meter customers. There will also be the option to bid for all requirements as a managed service.
The contracting authority reserves the right to award contracts combining the following Lots or groups of Lots:
- Lot 1 Meter Hardware and Network Connectivity Services
- Lot 2 Meter Installation, Exchange and Maintenance Services
- Lot 3 Managed Service Provider
Initial contract term is 5 years - the utilities may exercise the option to extend the contract into AMP9 for up to a further 3 years.
