Great British Energy is inviting interested companies to register for an online Market Engagement Event in June to explore the feasibility, advantages and disadvantages of appointing one organisation, or consortium to provide Construction Management Services for renewable energy projects.

GBE, the UK's first publicly owned national energy company, is charged with developing, owning and operating energy assets. The 2025 Spending Review allocated GBE and GBE Nuclear over £8.3 billion to deploy towards its missions of delivering clean energy.
GBE are now looking to identify companies that can act on their behalf in the management of renewable energy projects, including solar, onshore/offshore wind and storage (BESS, LDES and pumped hydro) to deliver its Strategic Plan.
The successful company would be GBE’s Construction Management Partner, acting as the Employer on GBE’s behalf, helping to ensure projects are delivered safely, in accordance with all legal and regulatory requirements, to a high quality, in line with the approved programme, within the approved budget and in accordance with the Employer's Requirements, planning conditions, grid requirements and all contract obligations. The services would cover from immediately Post-FID to energisation and operational handover.
It is likely that some projects will be Multi-Contract Delivery, with others being EPC contracts – based on a project-by project decision.
GBE's overall plan is still forming but the organisation anticipates that construction would commence over the next few years. At this stage details on individual projects in particular will not be provided due to their confidentiality.
GBE has set out what it could expect to include in terms of services and wants to explore with the market, including:
- HSE/CDM/Environmental oversight on behalf of the employer, whilst acknowledging that the Employer's statutory client duties remain with the Employer and cannot be delegated.
- Pre-Construction Services, including developing the Construction Execution Plan.
- Construction Phase Services, including site based and non-site aspects, package management, programme, risks, compliance, quality and safety monitoring.
- Handover and Close-Out Services, including overseeing snagging, handover, documentation review, close out reports and lessons learned.
- Contractual and Contract Administration Support.

GBE would now like to explore with the market the feasibility, advantages and disadvantages of one organisation, or consortium, providing all of these Management Services.
The national energy company wants to engage with experienced organisations who can identify questions GBE will need to consider to provide clarity and further refine the scope of any services which may then go out to tender.
GBE are proposing to run an online presentation on 19th June at 11:00 am BST - the presentation will outline current thinking and approaches as well as identify questions GBE wish to put to the market to gain feedback on its approach.
Following the meeting, GBE says there will likely be a questionnaire sent out to attendees to gather opinions and further follow up meetings with respondents may be considered. Registrations will be taken up to 5pm BST on 18th June.
The event will focus on Construction Management Services and not on opportunities for specialist contractors whose services could be used for part of the delivery, e.g. ground works, piling sub-contractors or technology providers.
GBE is flagging up that the purpose of hosting the market engagement event is to inform its considerations for potential future service delivery - which may or may not result in a procurement opportunity.
Current estimated start and end contract dates are 30 September 2026 to 30 September 2028, with a further possible extension to 5 September 2029. Current estimated publication date of a formal tender notice is 1 August 2026. Estimated total value is currently £12 million including VAT. GBE also point out that the procurement route, value, as well as contract duration are all indicative and subject to review based on the views gathered as part of the Early Market Engagement.
