£340m Scottish Water wastewater infrastructure contract out to tender

Scottish Water has gone out to tender with a contract worth up to £340 million for its waste water infrastructure programme between 2015-21.

The water company is looking for up to eight Tier 1 Waste Water Infrastructure Delivery Partners (TDP) for the upcoming Q&S IV Capital Investment Programme 2015-21.

The successful contractors will act as a strategic partner for Scottish Water’s Byzak/Black & Veatch Waste Water Alliance. Subject to satisfactory reviews during the regulatory period the contract may then be extended at the sole discretion of Scottish Water into the next regulatory period 2021-27.

Scottish Water intends to award contracts under the framework in the following lots, with between one and three Tier 1 Delivery Partners appointed to each Lot:

Lot 1 - Infrastructure Tier 1 Delivery Partner,

Lot 2 - Sewer Rehabilitation Tier 1 Delivery Partner,

Lot 3 - Electrical and Mechanical Tier 1 Delivery Partner,

Estimated total contract value (ex VAT) is in the range of £25 million across the 3 lots per annum, with a total estimated spend of up to £170 million for the regulatory period 2015-21.

The scope of works will include the design and construction, and construction only basis of works associated with waste water network assets.

The contract will cover works associated with new assets, renewals, modification, maintenance and refurbishment of sewage networks and pumping stations. A significant portion of the works will be in connection with projects intended to remove properties from the flood register by addressing flooding resulting from overloaded sewers and also to address unsatisfactory intermittent discharges from the sewer network. Sewer rehabilitation works will be required to maintain the risk profile of the sewer network and maintain and improve serviceability targets.

Scottish Water anticipates the possibility of advance works agreements prior to April 2015 with the Alliance Partner, subject to the agreement of regulators.

Firms appointed to the framework will deliver allocated projects and sub-programmes as strategic partners for the Byzak/Black & Veatch Waste Water Alliance.

Scottish Water envisage that a maximum of 6 Applicants will be invited to tender per Lot.

The utility will be using the UVDB and UVDB Verify process operated on behalf of Scottish Water by Achilles Information Ltd as part of the pre-qualification process for applicants. Scottish Water has highlighted that the minimum acceptable score for Health and Safety on UVDB Verify will be 85 %.

Deadline for receipt of tenders or requests to participate is 11th April 2014.

In addition to the BBV Alliance £340m waste water infrastructure deal, Scottish Water also has a water infrastructure alliance with Morrison Utility Services and Aecom with a projected £360m spend during 2015-21.
