UKGI is inviting proposals from organisations to receive funding from UKGI into a range of non-domestic energy efficiency projects through a managed account.
Potential fund managers will be responsible for sourcing a pipeline of projects across the full range of energy efficiency projects, including urban infrastructure and industrial energy efficiency. The Fund Manager/s will be responsible for:
- Identification of a pipeline of eligible projects that meet the (to be) agreed business plan including environmental goals and financial return targets
- Securing additionality of private sector investment, with a minimum ratio of at least 1:1 between UKGI and private sector capital. UKGI view a higher proportion of private sector capital as desirable
- Negotiation, structuring and management of investments in NDEE infrastructure projects, on both a strategic and operational basis
- Ensuring that the Managed Account delivers an appropriate balance of risk and return
- Providing institutional quality monitoring, reporting and risk control; and
- Identifying and managing appropriate exit strategies for the investments in projects.
Success in this sector is seen as an essential part of the Government’s commitment to achieving the transition to a green economy and delivering long-term sustainable growth. According to UKGI, the UK Government is prepared to make certain investments, on commercial terms, to promote investment in green infrastructure across the UK in order to demonstrate the strength of its commitment.
As a broad estimate UKGI intend to invest between £20m - £50m with each Fund Manager, with the investment injected on a project by project basis.
In December 2011, UKGI started the process of looking for fund managers to invest in waste infrastructure projects ahead of the establishment of the Green Investment Bank (GIB).
Deadline for Expressions of Interest is 17th April while the deadline for proposals is 21st May. For more information go to: www.bis.gov.uk/ndeecompetition.
