Regulation and Legislation

Water industry regulator Ofwat is processing more retail market licences – Everflow Ltd. Has been awarded water and sewerage licences, while Greene King Brewery has been awarded the first self-supply water and sewerage licences.

Market Operator Services Ltd (MOSL) is seeking nominations for members to join the three Panel committees which will be established under the Market Arrangements Code (MAC) which forms part of the new legal and regulatory framework underpinning the competitive market which opens on 1st April 2017.

Ofwat has put the final building blocks in place for retail market opening on 1st April 2017 with the designation of the Retail Exit Code, Interim Supply Code and Customer Protection Code of Practice.

The Department for Environment Food and Rural Affairs (DEFRA) has said that water industry regulator Ofwat needs to work with Government to build the evidence base for extending competition to the household water retail market before Ministers make the decision on whether to proceed.

Ofwat Chairman Jonson Cox has said that the upcoming PR19 Price Review “may offer very significant headroom either to improve the resilience of the service customers receive, or materially to cut their bills, or both.”

Over ninety private water supplies, affecting over 5,400 people, have been found to be on boil water notices, according to the Irish Environmental Protection Agency.

Ofwat has now formally designated the final version of the Market Arrangements Code (MAC) for the business retail market, which will open for all eligible customers on 1 April 2017.

South West Water is urging businesses not to steal water from its public supply network or they could run the risk of prosecution.

Ofwat has published the outcome of an independent review it commissioned in 2016 into the connection costs incurred by monopoly water companies when providing new water supply connections.

Ofwat has granted three more water and sewerage licences ahead of retail market opening.

Ofwat has set out the way in which it expects all monopoly water companies to report their performance for 2016-17.

From April 2017 large companies and limited liability partnerships will have to publically report twice a year on their payment practices and performance, including the average time taken to pay supplier invoices.
