Scarborough Borough Council tenders £5m coastal defence contract

Scarborough Borough Council has gone out to tender with a coastal defence works contract worth an estimated £5 million.

The contract is to design and construction of refurbishment works to the East and West Piers in Whitby Harbour. The piers have suffered damage over the years - works required include the following:

  • repairs to the masonry block work including filling of voids due to material loss
  • the provision of new sheet pile scour protection to the East Pier
  • concrete repairs to the promenades
  • installation of flood gates at Battery Parade slipway
  • and possibly a new footbridge to link the East Pier with the Extension Arm.

The refurbishment elements will need to be designed and constructed to withstand the conditions of being located within a coastal environment and in particular the increased storm activity in the exposed north Yorkshire coast line.

The Council is only seeking tenders from organisations who can deliver all aspects of the project (which may include subcontracting certain elements) for which one single turnkey contract will be awarded to one Principal Contractor.

It is anticipated that the contract will include a First Stage - ECI Stage phase with the Second Stage- Construction contract stage only proceeding if the ECI Contractor has agreed an NEC3 ECC Option.

Time limit for receipt of requests for documents or for accessing documents for the contract, which is worth around £5 million, is 13th January 2016. Date of dispatch of invitations to tender or to participate to selected candidates is 5th May 2016.
