Thames Water tenders £700m AMP7/AMP8 capital construction programmes contracts

Thames Water has gone out to tender with a contract for its AMP7/AMP8 capital construction programmes for infrastructure and non-infrastructure projects worth an estimated £700 million in total.

The water company is procuring design and build delivery capability spanning its water and wastewater infrastructure (network) and non-infrastructure (treatment) assets across the Thames Water region.

The infrastructure scope broadly extends from rehabilitation, replacement and provision of new sewers and potable water pipelines to inspection and maintenance of aqueducts and tunnels.

This will also include refurbishment, replacement and provision of new pumping station assets.

Non-infrastructure scope includes refurbishment, replacement and provision of new potable water and wastewater treatment assets including service and storage reservoirs.

The contract is being tendered in two separate Lots – maximum number of Lots that can be awarded to a single tenderer is two.

Lot 1 - Non-Infrastructure Works in all Thames Water operational areas - £360 million

The water non infrastructure scope of work includes:

  • refurbishment, replacement and provision of new potable ground and surface water production assets such as enhanced slow sand filter performance
  • disinfection
  • surge protection
  • chemical dosing
  • SCADA
  • increased power resilience
  • new service reservoirs
  • inspection and maintenance of existing service and storage reservoirs

The Wastewater non-infrastructure scope includes:

  • refurbishment, replacement and provision of new treatment facilities e.g. inlet works
  • stormwater storage
  • event duration monitors
  • settlement tanks
  • biological treatment, tertiary treatment, sludge treatment including thermal hydrolysis process (THP)
  • combined heat and power (CHP)
  • chemical dosing
  • phosphorous removal
  • odour control
  • SCADA
  • increased power resilience

Lot 2 - Infrastructure Works in all Thames Water operational areas - £340 million

The scope of the water infrastructure programme includes:

  • trunk mains replacement
  • new trunk mains associated with growth, distribution mains and lead communications pipe replacement
  • pressure management activities
  • inspection and maintenance of aqueducts, bridges and tunnels

The scope of the wastewater infrastructure programme includes:

  • new rising mains and their replacement
  • rehabilitation and replacement of sewers near and crossing rail
  • gravity solutions to maintain asset health and accommodate growth together with pipe bridge inspections.

The programme will also include sustainable urban drainage (SUDs) and the need to respond effectively to emergency works that are generally pipeline related. Investment in sewage pumping stations will include pump replacement, enhanced power resilience, switchgear and transformer replacement.

The framework agreements will run for an initial period of 5 years, with the option to extend on an annual basis for a maximum further 5 years to cover the AMP7 2020-25 period and the AMP8 2025-2030 regulatory period respectively. Thames Water does not propose to amend the scope of works across each of the Lots as it moves from AMP7 to AMP8
