Northumbrian Water seeks supply chain input ahead of tendering £95m contract for Howdon Sewage Treatment Works upgrade

Northumbrian Water is seeking supply chain input ahead of going out to tender with a £95 million AMP7/8 contract for its Howdon Sewage Treatment Works upgrade.

The water company has issued a Prior Information Notice (PIN) inviting interested parties to talk about the procurement process to help Northumbrian Water to define its strategy to get in touch, commenting:

“Please note we are looking for organisations with a serious interest in the scheme and who are capable to deliver a scheme of this size and complexity within the timescales detailed in this PIN.”

The project covers the design, construction and commissioning of the Howdon STW upgrade which is required to achieve the new consent requirements associated with the expected population growth.

The recommended solution currently comprises of:

  • Upgraded primary tanks
  • New storm tanks (with odour control)
  • Upgraded secondary treatment
  • New final settlement tanks
  • Upgraded UV treatment
  • Upgraded primary effluent and south bank pumping stations (improving the resilience of the site

 

Delivery of the project has been phased - Phase One is due to complete by April 2025 and Phase Two is due to complete by April 2027.

The procurement strategy is still under development, but is likely to comprise a Design and Construct Contract to complete the Works in two phases. Key requirements for Northumbrian Water include:

  • Fully Integrated Team (design, construction and commissioning)
  • Minimising carbon impact during construction and ensuring design can be optimised to reduce operational carbon
  • Positive Impact on Howdon STW's advanced anaerobic digestion plant to be maximised

 

Estimated date of publication of the formal contract notice is 15 April 2022.
