The Ports of Jersey’s St Helier Harbour Master Plan is a long-term development plan that supports the transformation of Elizabeth Harbour, La Collette and Victoria Pier, the Old Harbours and La Folie, Albert Pier, and New North Quay.

The Harbour Master Plan will start with the most immediate need – the redevelopment of Elizabeth Harbour.

The proposals will see the existing Lift On Lift Off (LoLo) crane operation moved from New North Quay to Elizabeth Harbour to co-locate with the Roll-on, Roll-off (RoRo) operation.

The marine works will include:

  • New land creation through the combination of a suspended deck and reclamation
  • LoLo berth with associated services and furniture
  • The dredging of a new berth pocket and basin
  • Concrete Block Return wall and Revetment

Ports of Jersey’s current recommended procurement routes for the Elizabeth Harbour Marine Works is a two-staged Design and Build process:

  • Stage One (Design / Early Contractor Involvement)
  • Stage Two (Construction)

The Planning Application Determination for Elizabeth Harbour has been submitted but has yet to be determined.

The current procurement schedule assumes that the Planning Application Determination will be approved in July 2023 and an anticipated start for the contract of 30 August 2023.
