GLA invites suppliers to register for Bidders Briefing on 6 March for £1bn National Carbon and Energy Performance Framework tender

 The Greater London Authority (GLA) has issued a contract notice for a £1 billion national carbon and energy performance contracting framework and is inviting interested firms to register for a Bidders Briefing event on 6th March.

The procurement process is being managed by Transport for London (TfL) on behalf of the GLA. The purpose of the event is to allow GLA/TfL to describe the key aspects of the procurement process and the scope.

The procurement is being carried out electronically via the SAP Ariba Portal – suppliers must be registered on TfL's SAP Ariba to be able to participate in the tender.

The GLA is looking to appoint up to ten participants to the framework agreement which will run for a four year term.

The Framework will facilitate energy efficiency improvement, renewable energy generation, greenhouse gas emissions reduction and wider performance improvements - including improvements focused on water consumption.

The GLA is seeking to appoint service providers for the single Lot RE:FIT 5 Framework which covers the delivery of energy efficiency services, including:

  • Project development
  • Design
  • Construction
  • Operations
  • Maintenance
  • Financing of related projects.

 

The services will be delivered across England, Scotland, Wales and Northern Ireland.

The Framework will be a key component of the GLA's support to public sector, charities, Voluntary, Community and Social Enterprises (VCSEs), and other organisations supported to undertake capital works to deliver decarbonisation measures.

Service providers will be required to develop costed proposals to decarbonise, generate energy, and/or improve energy efficiency in the contracting authority's buildings and land assets. They will also be responsible for implementing the proposals, ensuring performance guarantees and guarantee a set level of savings and/or performance over a period of the arrangement.

Interested suppliers must be registered on TfL's SAP Ariba to be able to participate in the tender.

Suppliers not yet registered on the SAP Ariba Portal are advised to register as soon as possible to access the Invitation To Tender documents (ITT) and to submit a tender proposal via the SAP Ariba Portal by the deadline - time limit for receipt of tenders or requests to participate is 7 April 2025. Interested suppliers are advised that tender proposals must be submitted via the SAP Ariba Portal before the deadline and to allow plenty of time to fully upload their full tender proposal and complete the SAP Ariba steps required to ensure the submission has been fully and correctly submitted. As soon as suppliers have successfully registered on the SAP Ariba Portal, they will then be required to send an email to the Procurement Lead Janny Graves: This e-mail address is being protected from spambots. You need JavaScript enabled to view it confirming that they have successfully registered on the SAP Ariba Portal under their organisation and providing the organisation name they are registered under. At that pointtheywill then be added to the competition process i.e. the Sourcing Event on TfL's SAP Ariba.

The Framework Agreement is for use by the GLA and Transport for London Group and any of their associated bodies. Other UK Authorities who will be able to use the Framework include:

  • Government departments
  • Executive agencies of government and other subsidiary bodies
  • Police forces
  • Fire and rescue services
  • Ambulance services;
  • Maritime and coastguard agency services
  • NHS bodies
  • Educational bodies or establishments including primary and secondary state schools, further education colleges and universities;
  • Local Authorities including county councils, district councils, London borough councils, metropolitan councils, parish councils
