Severn Trent Water has gone out to tender on behalf of itself and sister company Hafren Dyfrdwy Cyfyngedig with a multi million pound AMP8 contract for biosolids recycling and associated activities worth an estimated £15 million.

The procurement process consists of a Prequalification stage (PQQ) with a number of pass/fail, scored and information only questions to be assessed by the utilities - qualifying criteria are set out in the PQQ briefing pack.
Successful bidders will then progress to the Request for proposal (RFP) stage, where technical and commercial responses will be required. Further shortlisting of suppliers may take place before site visits, presentations or commercial negotiations commence.
The contract is being tendered in the following Lots:
- Lot 1- Biosolids delivery East This Lot provides the end-to-end delivery of biosolids and clean water sludge to land and restoration. This includes services such as pad management, loading, haulage, stockpiling and spreading for the EAST.
- Lot 2- Biosolids delivery West This Lot provides the end-to-end delivery of biosolids and clean water sludge to land and restoration. This includes services such as pad management, loading, haulage, stockpiling and spreading for the WEST.
- Lot 3- Liming (Biosolids Stabilization Treatment) - independent and awarded via a framework to two suppliers (minimum)
- Lot 4- Ground protection services in the WEST
- Lot 5- Ground protection services in the WEST
Lots 1 and 2 are mutually exclusive and a single supplier cannot be awarded both. However, bidders can submit proposals for both on the understanding they can only win one. If bidding on both lots, separate, lot-specific responses must be provided, as the requirements differ geographically. If a bidder ranks highest for both lots, the utilities will consider the bidder's stated geographical preference in the Request for Proposal (RFP). However, the final award decision will be based on evaluated responses and, if necessary, discussions with preferred suppliers the successful bidder will then become a stand by supplier for the other area.
Lots 4 and 5 are also mutually exclusive and tendered on the same conditions as stated for Lots 1 and 2.
Bidders can also submit a variant for either Lot 1 or Lot 2 that includes integrated delivery of Lot 4 or Lot 5. This is the only accepted variant bid model in the RFP. Further information regarding the variant bid is provided further in this pack.
Severn Trent points out that the appointment of any bidder following this procurement process is not exclusive and there is no guarantee of any minimum volume of work if a bidder is successful in being awarded a framework by the utilities.
Current estimated start and end dates for the contract are 1 February 2026 to 1 February 2031, with a possible extension to 1 February 2036. Initial contract term is 5 years.
Deadline to submit any enquiries about the tender is 25 June 2025 at 11:59pm and 7 July 2025 at 11:59pm to submit requests to participate. Award decision date is expected in October 2025.
