Environment Agency gives supply chain early heads up for £81m Hebden Bridge Flood Alleviation Scheme procurement

The Environment Agency has published a preliminary market engagement notice giving the supply chain an early heads up for the Hebden Bridge Flood Alleviation Scheme, which currently has a total estimated value of £81.12 million (inc VAT).

HEBDEN BRIDGE FLOODING

The Agency has been developing the Hebden Bridge Flood Alleviation Scheme with the multi-agency Calderdale Flood Partnership, made up of the Environment Agency, Calderdale Council, Yorkshire Water, the Canal & River Trust and Network Rail.

The scheme aims to increase the standard of protection to the town, which has a long history of flooding, from all sources of flooding, including reducing flood risk from the River Calder and Hebden Water. 

The scheme will improve protection for approximately 400 properties in the town and looks to address all sources of flooding in Hebden Bridge through a mixture of fluvial defence improvements, property level resilience and a surface water drainage scheme. The plans include increasing flood protection from Hebden Water and River Calder, improving the drainage of surface water with a series of gully systems and a pumping station, together with the construction of a canal flood overflow.

AECOM has been developing an integrated hydraulic model that considers all sources and contributions to flooding in a single entity, which were previously being considered separately.

The work will consist of raising and strengthening river walls, using glass panels and raising barriers to minimise any intrusion on the iconic views for those living on the riverside. 

Due to the constrained nature of the town, and the complex heritage and environmental aspects, together with the speed and depth of flooding, the Agency says the interventions proposed are necessarily complex, but will provide an increased standard of protection to residents and commercial properties, and better protect the infrastructure of the town.

HEBDEN BRIDGE YORKSHIRE

Current estimated start and end dates for the contract are 8 September 2026 to 30 August 2030 with a possible further extension option to 28 February 2031.

The Environment Agency expects to go out to tender with a formal contract notice towards the end of September 2025.
