Thames Water seeks supply chain interest in upcoming £1 billion AMP8 Capital Programme

Thames Water is seeking supply chain interest in its upcoming £1 billion AMP8 Capital Programme – the water company has launched a preliminary market engagement for upcoming major works and asset upgrades between 2025 to 2030.

Thames is preparing to launch a significant programme of major capital projects as part of the current AMP8 and upcoming AMP9 2030-2035 investment periods.

The new Major Projects Framework (Runway 3) aims to secure substantial delivery contracts, ensuring that each contractor awarded a place will have a project upon executing the Framework Agreement.

Thames Water said its focus is on reducing unnecessary bidding efforts and fostering long-term partnerships with trusted suppliers.The utility is looking for experienced and innovative partners who align with its ambition to deliver the essential projects.

Water and sewage treatment plants in London, Surrey, Oxfordshire and Hertfordshire will see a range of upgrades to increase their capacity. The projects will improve water quality, reduce pollutions and increase the bioenergy generated. They will include the following:

Waste Water Treatment Sites

  • Riverside Sewage Treatment Works
  • Beckton Sludge Powered Generators replacement
  • Beckton Sewage Treatment Works Water Asset Assurance Programme
  • Crossness Sewage Treatment Works
  • Didcot Sewage Treatment Works
  • Wantage Sewage Treatment Works
  • Bicester Sewage Treatment Works
  • Hogsmill Sewage Treatment Works

Water Treatment Sites

  • Ashford Water Treatment Works Ultraviolet Treatment
  • Hampton Water Treatment Works Ultraviolet Treatment

 

The company plans to award contracts for works, goods, and services needed for AMP8 via the framework, with a further possible option to extend into AMP9.

Subject to governance and procurement procedures, Thames is aiming to finalize agreements with selected partners by March 2026 to facilitate efficient project start-up. The water company views supply chain feedback as vital as it finalises its approach, commenting:

“We look forward to working closely with the market to ensure the success of this programme.”

Thames Water is invited interested suppliers to participate in the preliminary market engagement for the AMP8/9 major projects Framework - the water company has made a detailed Head of Terms and project list available via its secure data room.

To gain access to the data room, Thames Water is inviting interested suppliers to participate in the preliminary engagement to register their interest and complete a short online form providing the company name and contact details of two people, including email addresses and job titles, Thames can correspond with. Click here to access the online form.

Once the form has been completed and submitted, Thames Water will then send the nominated representatives an invitation to access the Project SharePoint site where they will have access to the engagement materials and a link to the project Microsoft form enabling them to put questions to the project team.

The water company is holding an introductory webinar on 16th July 2025 to explain the programme, guide access to the data room and address high-level queries.

The registration window will remain open from now until the close of the market engagement period in mid-September 2025. Interested contractors can register and access the data room at any point during this period.

Estimated total value of the framework is £1 billion-plus (£1,008,000,000 including VAT)

Current estimated start and end dates for the contract are 30 March 2026 to 30 March 2033, with a further possible extension to 18 July 2035.

Thames Water is expecting to publish a formal tender notice for the contract at the end of September.
