Scottish Water tenders £1.5 billion alliance contract

Scottish Water has gone out to tender with a contract worth up to £750 million for its non infrastructure Capital Investment Programme for 2015-21 – and the same amount again if extended from 2021 to 2027.

The water company  is seeking to appoint an Alliance Partner to to support the delivery of its Quality & Standards IV capital investment programme for the regulatory period 2015 - 2021. The Alliance Partner is required primarily to provide expertise, guidance, support and resources in design, planning, management and delivery of the utility's non Infrastructure above ground assets.

Up to six applicants will be invited to tender for the contract, with all applicants who register their interest invited to attend a Bidders Day on Wednesday 9th April at  Hampden Park in Glasgow.

The contract includes design, civil engineering works and process works (including mechanical, electrical and instrumentation) as well as scope and change management, progress and performance reporting, quality management and commissioning. This will include new assets, renewals, modification, maintenance and refurbishment.

The Alliance partner may also be required to provide expertise, guidance, support and resources in design, planning, management and delivery of extensions to water networks, sewerage networks including UIDs and sewer rehabilitation works, and pumping stations. The works will include design, all civil engineering, process, mechanical, electrical, telemetry, control and instrumentation works as required.

Contract performance will be continually monitored , with formal Price and Performance reviews undertaken, aligned with the Water Industry Commission for Scotland (WICS) three yearly investment reviews.

Subject to satisfactory reviews during the first regulatory period the contract may then be extended at the discretion of Scottish Water into the next regulatory period.

The estimated value would again be between £600 million to £750 million.
