The Interim Board of Directors of Market Operator Services Ltd, the company set up to deliver the operational capability needed to support the efficient operation of the new competitive market, has announced the appointment of Andrew Pinder as its non-executive Chairman.
The Interim Board also appointed Margaret Beels and Peter Bucks, as independent, non-executive directors; and Peter Simpson CEO of Anglian Water as a director representing members. John Reynolds was elected by vote amongst new entrant members.
With a long career in both the private and public sectors, Andrew Pinder CBE has served on numerous boards and committees, including as a Director of United Utilities Group PLC.
Margaret Beels was heavily involved in the privatisation of the electricity industry, including as Chief Executive of the Electricity Pool, which enabled wholesale trading in the new market. She also led British Gas’ efforts to separate its gas supply and network and is currently Chair of the Gangmaster’s Licensing Authority.
Peter Bucks is the former Chair of Open Water Market Limited and has also served on numerous boards and committees, including as a non-executive director of the Water Services Regulation Authority (Ofwat), the Office of Rail Regulation, and as a Trustee and Council Member of the Regulatory Policy Institute.
John Reynolds OBE is CEO of Castle Water, and a non-executive director of Northern Powergrid Holdings Company and Rapid Biosensor Systems. He is a also former member and audit committee chair of the Water Industry Commission for Scotland.
Following on from the appointments, Steve Mogford CEO of United Utilities, who has been acting as the Interim Chairman of MOSL, and Heidi Mottram, Chief Executive at Northumbrian Water have resigned as directors of MOSL.
Welcoming the new Board members, Steve Mogford thanked the Interim Board members, Heidi Mottram and Peter Simpson, for their significant contribution and commitment to the creation of MOSL . He also thanked Johanna Dow, Chief Executive of Business Stream, for her support to the interim board during MOSL’s formative months.
“This Interim Board has laid the essential groundwork for MOSL to progress as a private business and develop the operational framework for non-domestic water market opening in England on 1st April, 2017.” he said.
The MOSL procurement team is currently in the process of finding the supplier of the core market operator IT system ahead of market opening in 2017, with four companies in the final stages of bidding.
