Retail water sector - MOSL sets out Strategy to 2023

Retail water market operator MOSL has published its Strategy setting out its vision, purpose and objectives for the next five years.

 

The Strategy is the result of detailed work by MOSL, including extensive engagement with members, and is aimed at focussing on supporting the development of an efficient and effective market for the benefit of the market and end customers.

MOSL STRATEGY

Launching the Strategy, MOSL CEO Chris Scoggins said that the Board had also considered how external events and wider market developments might affect the operation of the business retail water market.

 

Examples include:

  • Political e.g. trust, debate about best model to deliver water services
  • Policy and regulatory e.g. PR19, new markets such as bio-resources and water resources, household competition, metering competition, multi-utility offerings,cross-border issues
  • Technological e.g. digitalisation, blockchain

 

“We aim to be flexible and responsive to wider market developments and market dynamics, particularly where they impact upon the business water retail market”, the Strategy says.

 

The Strategy says that as the market operator, MOSL has a fundamental role to play in ensuring it is easy for companies to do business at a low transaction cost and that members benefit from:

 

  • Low overall cost of transacting in the market
  • Continuous improvements to the functionality of the central systems
  • Compliant services and a level playing field
  • Reduced risk of regulatory intervention
  • Proportionate and well-functioning market governance arrangements
  • Expert advice on market performance and operations
  • Compelling insight into market evolution over time
  • Access to industry-driven innovation
