Portsmouth City Council has gone out to tender with a major contract for a construction contractor to deliver the Southsea Coastal Defence Scheme worth an estimated £110 million.
Portsmouth City Council, in collaboration with the Eastern Solent Coastal Partnership (ESCP), is seeking to appoint a major coastal defence contractor to deliver a significant programme of works to provide new improved flood defences at Southsea seafront.
The Council currently estimates that delivery of the scheme in its entirety will cost in the region of £95 million to £110 million. The funding for the construction stage of the project is dependent on a Full Business Case (FBC) for approximately £95 million being submitted and approved by the EA, Defra and HM Treasury. Following extensive public consultation the Council is on target to submit a planning application in May 2019.
At this point the Council has not committed to a firm programme – however the target start date for on site is March 2020. The Council is aiming to have secured the successful partner contractor in place by 6th September 2019.
The Scheme divides Southsea frontage into 6 frontages which will be built in phases. Based upon the scheme envisaged within the planning application the Council is forecasting that construction across all 6 frontages may take approximately 8 years to complete.
Situated on the Southern coast of Portsea Island, Southsea is at significant risk of coastal flooding. Modelling has shown a present day 1 in 200 years flood event would directly or indirectly affect 8077 residential properties in the Southsea area, exposing 4 114 residential and 704 non-residential properties to inundation from coastal flood waters.
The Council is currently seeking tenders under a separate procurement process for the provision of detailed design services via the Flood and Coastal Erosion Risk Management, Consultancy Framework, Southern England: 2016-2020. Consultants on the Framework are as follows:

The design procurement process opened on 3 April with bids required for review by mid-May. The selected designer will then be appointed in June 2019
