Scottish Water tenders twelve year contract worth up to £624m

Scottish Water has gone out to tender with a 12-year framework contract worth up to £624m for four Tier 1 contractors to support the delivery of its future quality & standards IV (Q&S IV) capital investment programme for the regulatory period starting 2015.

The programme is split into two lots: one for civil engineering, worth £9m to £12m a year; and one for mechanical and electrical work, worth £30m to £40m a year.

The utility is looking to appoint a maximum of four participants to its SR15 Managed Delivery contract which includes:

  • Engineering design services for the construction of civil engineering works
  • Construction project management services
  • Construction work for water and sewage pipelines
  • Drinking-water treatment plant construction work
  • Construction work for water projects
  • Water-main refurbishment construction work
  • Mechanical and electrical engineering services
  • Sewer mains
  • Ancillary works for water pipelines

The two programme areas to be delivered by the contractors consist of:

Lot 1: Civil Engineering (across Water Infrastructure, Waste Water Infrastructure and Non Infrastructure) covering, but not limited to, construction projects on Scottish Water Assets, network main replacement and rehabilitation; pipe bursting, slip-lining and mains-laying and minor mechanical and electrical work, and

Lot 2: Mechanical and Electrical (across Water Infrastructure, Waste Water Infrastructure and Non Infrastructure) covering, but not limited to maintenance projects, refurbishment and extensions to pumping stations, minor civils construction works and minor works at service reservoirs.

The contractors will be required to act as a Tier 1 provider to Scottish Water's in-house delivery arm, Scottish Water Managed Delivery. Between 5 to 8 applicants per lot will be invited to tender.

Estimated value for Lot 1 is in the region of between £9m to £12m per annum with a total estimated spend for the first regulatory period in the region of between £54m -£72m. If extended, the total estimated spend for the next regulatory period is forecast at between £45m- £60m.

Estimated value for Lot 2 excluding is in the region of between £30m– £40m per annum with a total estimated spend for the first regulatory period in the region of between £180m– £240m. If extended, the total estimated spend for the next regulatory period is forecast at £200m.
