Business market operator MOSL has published its Quarter 2 (Q2) Report for 2025/26, covering its Key Performance Indicators (KPIs) and improvement programmes.

The report shows 55% progress across MOSL’s improvement programmes, including two new programmes for 2025/26: the Strategic Data Programme and the Smart Meter Read Hub. The KPI report also shows MOSL met 21 out of 24 KPIs and includes three new KPIs introduced this year based on new services provided.
Alongside the report MOSL has also introduced a new companion document, MOSL's Projected Milestones 2025/26, which outlines its planned and actual milestone delivery dates for the year. The document has been updated in line with the release of the Q2 report.
Key deliverables this quarter include:
Smart Meter Read Hub: MOSK defined the baseline programme plan and the design for Phase 1 was agreed with CGI.
Strategic Data Programme: MOSL reviewed the business requirements of non-addressable premises and kicked off discussions on the new connections process with the working group.
Strategic Metering Review: completion of one milestone and continued to review progress against the National Metering Strategy published in March 2024.
Market Evolution: MOSL held first Settlement Strategy working group and supported the Strategic Panel in providing a response to Ofwat’s review of the Retail Exit Code (REC26).
Market Performance Framework Reform: MOSL ensured the proposed key performance indicators (KPIs) for cyclic meter reads continued to operate in a pre-launch ‘shadow period’ and the related changes to the market codes were reviewed by the Code Change Committee and unanimously recommended to Ofwat for approval.
