Associated British Ports tenders £140 million contract for Immingham Green Energy Terminal

Associated British Ports (ABP) has gone out to tender for a lead contractor /consortium for a design and build contract for the development of the Immingham Green Energy Terminal (IGET) at the Port of Immingham on the Humber Estuary worth an estimated £140 million.

Immingham Green Energy Terminal (IGET) will be a multi-user bulk liquid green energy terminal to support the import of green ammonia (NH3) from Neom in Saudi Arabia to be converted to green hydrogen. This will assist with decarbonizing the UK’s transport sector and the import of Carbon Dioxide (CO2) to facilitate carbon capture storage, both of which will assist ABP’s transition towards Net Zero.

The proposed terminal is to be operated by ABP as a common user facility, providing port capacity for multiple customers. ABP is responsible for the development and operation of the marine facilities to meet the infrastructure needs. ABP is looking to appoint a lead contractor or consortium to undertake a design and build contract for the development of IGET at the Port of Immingham.

Associated British Ports applied to the Secretary of State for Transport for development consent to construct and facilitate the operation of a multi-user liquid bulk green energy terminal, the Immingham Green Energy Terminal and an associated hydrogen production facility on the eastern side of the Port of Immingham under the provisions of section 37 of the Planning Act 2008 for a Development Consent Order (DCO). If granted, the DCO will provide the necessary planning authorisation for ABP to construct and operate the new infrastructure.

The IGET is classified as a Nationally Significant Infrastructure Project under the Act and the associated hydrogen production facility and landside works.

The Port of Immingham would be host the first large scale green hydrogen production facility in the UK.

ABP is responsible for the development and operation of the marine facilities to meet the project's infrastructure needs.

The Non Technical Summary submitted to the Planning Inspectorate by ABP alongside a significant number of extensive and detailed accompanying documents outlines the scope of works construction of the IGET will involve as part of its application to the DCO.

The Planning Inspectorate formally notified ABP of its decision to accept an application for Examination for an Order Granting Development Consent on 19th October – the application is now at the pre-examination stage.
